After listening to the news and opinions of others on this subject, I believe I have a possible solution for punishment and assistance for the victims of the abusers.
1) The first phase of the offender's punishment (male or female) would be spent in solidary confinement, in a maximum security prison, for whatever amount of time the judge decides. Once the time is served, the prisoner is not paroled back to public life, he moves on to another phase of punishment.
2) The prisoner is immediately paroled to work in a hospital for the criminally insane. They would be assigned such jobs as patient attendants, or feeders, but no clerical positions, or work in transportation (laundry, patient transport, etc), nor any positions of authority. He or she is allowed to earn a wage which is immediately placed in a fund for the families of his victims. If the prisoner has a family, they receive 1/3 of the earnings. At the end of the day, the prisoner returns to solidary confinement in a minimum security prison.
3) After 20 years of work, the prisoner may retire to a minimum security prison, where he is allowed to mingle with the prison population, for the remainder of his or her life.
As I said, this is just an idea. Hopefully, a better one will appear. Thanks for letting me share.
